If you use petrol-powered equipment off-road for commercial work, you're owed a refund. The current rate is 76¢ per litre plus GST, paid quarterly by NZTA. PR Claims is the New Zealand specialist that takes care of the whole process — and now we connect directly to Xero so you don't have to lift a finger.
What we do
PR Claims is a registered fuel excise duty refund agent. We prepare and lodge your quarterly MR70 application with NZTA Waka Kotahi, deal with the audit and compliance side, and pay the refund into your account. Our Xero integration removes the last bit of admin: instead of emailing us PDF receipts every quarter, your fuel invoices flow straight from Xero into our system.

What it costs
Nothing upfront. Nothing if there's no refund. Standard fee is 15% plus GST of the refund. Xero App Store customers pay 12.5% plus GST — a 2.5% discount as a thank-you for connecting through Xero.

What you stay in control of
You can disconnect Xero from PR Claims at any time, either from your dashboard or directly from Xero under Connected apps. When you do, we revoke our access immediately and remove your stored credentials. We only request the read-only Xero permissions we genuinely need, and we never write anything back to your Xero account.

How PR Claims connects with Xero
PR Claims uses OAuth 2.0 to read your fuel supplier invoices from Xero and prepare quarterly MR70 fuel excise duty refund applications for NZTA Waka Kotahi. The integration is read-only — we never write anything back to your Xero account.
Permissions we request
We ask for the smallest set of Xero scopes that lets us do the job:
- transactions history — to identify fuel supplier bills and bank transactions
- contacts list — to recognise fuel suppliers like Farmlands, FarmSource, RD1, BP and Z Energy
- settings of your organisation — to read your organisation details and chart of accounts
- attachments — to download PDF invoice attachments with line-item fuel data
We do not request payroll, payments, projects, or any write permissions.
How the data flows
When you connect, our Azure-hosted backend stores your encrypted refresh token. All tokens are encrypted at rest using AES-256. Each quarter, the processing pipeline:
- Make sure the connection is active and intact
- Pulls fuel supplier invoices for the quarterly period
- Downloads attached PDFs containing fuel purchase line items
- Applies NZTA's eligibility rules to determine the refundable portion
- Generates your MR70 application and lodges it with NZTA
- You receive an email when your claim is ready and another when NZTA pays the refund.

The integration is engineered to be a good citizen of the Xero API:
- Per-tenant rate limiting — concurrent calls capped to stay safely under Xero's 5-per-tenant ceiling
- Real-time monitoring — every Xero API call is logged with rate limit headers for trend analysis
- Automatic disconnect detection — if your Xero token is revoked, we detect it immediately and show a Reconnect prompt on your dashboard, so you're never stuck in a half-connected state
- Full audit trail — every API call is recorded with customer, function, timestamp and response status, ready for compliance review
Security and privacy
Your data stays your data. We do not sell, share, or repurpose your Xero data for anything other than processing your fuel excise refunds. You can disconnect at any time from your PR Claims dashboard or from Xero directly under Settings → Connected apps. When you disconnect, we revoke our token at Xero immediately and delete your stored credentials.
We follow Xero's app partner security guidelines and the New Zealand Privacy Act 2020. NZTA-required records are retained for the seven-year audit period as required by law, then deleted.
Multi-organisation support
If you operate multiple businesses across separate Xero organisations, we support that too. Each Xero organisation connects as a separate refund customer in our system, with its own MR70 lodgement and its own refund payments.

Getting started
Getting Started with PR Claims and Xero Setting up PR Claims with your Xero account takes about five minutes. The easiest way to begin is to use the Get this app button on this Xero App Store listing — it walks you through the entire connection in one flow.
Step by step
- Click Get this app
- You'll be taken straight to our secure Xero connection page. No separate sign-up form, no waiting for an email.
- Authorise Xero access
- Xero's standard consent screen will show you exactly what we're requesting — read-only access to invoices, contacts, organisation settings and attachments. Click Allow access to continue. You can revoke access at any time from Xero's Connected apps screen.
- Confirm your business details
- We'll pull your organisation name from Xero and ask you to confirm a few things NZTA needs from us:
- Your IRD number — NZTA requires this to confirm you're a registered business
- Your bank account for the refund payment
- A short summary of how you use petrol off-road, so we can apply the right eligibility rules
Mark your fuel accounts in Xero
We'll show you your Xero chart of accounts and ask which codes you use for fuel purchases. Most businesses only have one or two codes — for example, a Motor Vehicle Expenses account. You only do this once.
We take it from there
That's it. We pull your fuel invoices automatically every quarter, prepare your MR70 application, and lodge it with NZTA on your behalf. You'll get an email when the claim is ready for your review and another when NZTA pays.
What happens after the first quarter
After your first lodgement, the rest is automatic. You'll see refund history and status in your PR Claims dashboard at portal.prclaims.co.nz. If your Xero token is ever revoked or expires, we detect it immediately and show a clear Reconnect banner on your dashboard — your refunds are never silently interrupted.
Tips for a smooth setup
- Have your IRD number handy — it speeds up the business registration step
- Use a single bank account for refunds — easier to track and reconcile
- If you have multiple Xero organisations, connect them all — each one becomes a separate refund customer
- If you've used PR Claims before — sign in with the same email and we'll link your existing account to the new Xero connection

Reassurance
You can disconnect Xero from PR Claims at any time. We never write to your Xero account. We never share your data. We never charge anything until NZTA pays your refund — and our Xero rate of 12.5% plus GST is 2.5% lower than our standard fee. There is no risk to trying it.
